In the meantime, assessing the effectiveness of controlling urban crimes and violations, which are social in nature and are related to the daily lives of citizens, is of great importance. Currently, existing processes lack effectiveness and are a source of friction between citizens and actors with an ambiguous and dark future. Comments and reviews are generally made from outside the process and with an emotional, journalistic and critical approach, which are evaluated by actors as unfair, lacking expert criteria and not based on facts. Therefore, conducting scientific research with a problem-solving approach and from within the process can be very effective in explaining existing realities. The main question of this article is to assess the opinions of urban management actors regarding the challenges of effective control of urban crimes and violations. To answer this question, this article examines the issue using a qualitative method and conducting in-depth semi-structured interviews with actors in the process of controlling urban crimes and violations. The findings of this study showed that actors also consider the current process to be futile, painful, and discriminatory with results disproportionate to its costs. De-profiting the process, avoiding the involvement of material incentives and focusing on regulation, popularizing supervision by benefiting from private regulation, and avoiding situations of conflict of interest in controls can be made effective. بطورکلی ، تعیین چالش ها وتمرکز برآن ها باعث بهبود اثربخشی هرفرآیندوحصول نتایج مورد انتظار می شود.در این میان، ارزیابی اثربخشی کنترل جرائم وتخلفات شهری ،که از ماهیت اجتماعی برخوردار بوده وبا زندگی روزمره شهروندان در ارتباط می باشد،از اهمیت بسزائی برخوردار است.هم اکنون فرآیندهای موجود فاقد اثربخشی و عامل بروز اصطکاک بین شهروندان وکنشگران با آینده ای مبهم وتاریک است. اظهارنظرها وبررسی ها عموما از بیرون فرآیند وبا رویکرد احساسی ،روزنامه ای و انتقادی انجام یافته که از جانب کنشگران به عنوان نامنصفانه ، نابرخوردار از معیارهای کارشناسانه وغیرمبتنی بر واقعیتها ارزیابی می گردند، لذا انجام تحقیقی علمی ،با رویکرد حل مساله واز درون فرآیند می تواند بسیار در تبیین واقعیت های موجود موثر باشد. پرسش اصلی این مقاله، ارزیابی نظرات کنشگران مدیریت شهری نسبت به چالش های کنترل موثر جرائم وتخلفات شهری است؟این مقاله برای پاسخگوئی به این پرسش با استفاده از روش کیفی وانجام مصاحبه های عمیق نیمه ساختار یافته با کنشگران فرآیند کنترل جرائم وتخلفات شهری موضوع را بررسی می نماید.یافته های این تحقیق نشان داد که کنشگران نیز فرآیند فعلی را بیهوده،زجرآور وتبعیض آمیز با نتایجی نامتناسب با هزینه های آن می دانند.انتفاع زدائی از فرآیند،پرهیز از دخالت دادن انگیزه های مادی وتمرکز بر انتظام بخشی ،مردمی سازی نظارتها با بهره مندی از تنظیم گری خصوصی وپرهیز از بروز موقعیت های تعارض منافع کنترل ها را می توان اثربخش نمود. https://www.malr.ir/article_722334_e6e0cf1939e0125d70ade1aa0d45e74f.pdf
