Explanation of the role of the "Substance Determination Working Group" and the feasibility of applying the judicial supervision of the Administrative Court of Justice to its decisions

Abstract
The Substance Determination Working Group, as a newly established institution in Iran's administrative law system, reviews export cases and ensure that subsidized petroleum products of unauthorized origin are not used in export goods. The decisions of this working group, which plays a crucial role in determining the presence or absence of subsidized petroleum products in export shipments, are the source of investigation into the accusation of violation or the crime of smuggling of petroleum products and document the decision of the authorities investigating the relevant cases. Despite the great importance of this institution in the legal system of our country and the considerable sensitivity of its decisions in explaining the legality of export shipments of petroleum products and the effect it has on the economic cycle of the production and export industry of these products, so far scientific works to explain the nature of its decisions and duties in the reading of administrative law and the role of the Court of Administrative Justice in handling the objections of individuals from the decisions of this institution have not been written down. In general, in this article, we found that the nature determination working group has diagnostic authority and makes administrative decisions, and therefore, it is necessary to accept the complaints of the beneficiaries from its declared opinions in the branches of the Administrative Court of Justice as a judicial appeal mechanism.
