Critique of the competence of the General Assembly of the Administrative Court of Justice in issuing decisions to establish a procedure

Abstract
Article 12, Clause 3 of the Law of the Administrative Justice Court has granted the competence to issue "procedure-establishing verdicts" to the General Board of the Administrative Justice Court. This duty has been placed upon the General Board to intervene in uniform matters for which numerous similar verdicts (at least five similar verdicts from two or more chambers of the Court) have been issued, and to proceed to issue a "uniformity of procedure verdict." This is done such that, initially, upon the request of the President of the Court, the matter is raised in the General Board and a request for its extension to similar matters is presented. Then, at the discretion of the General Board, if the issued verdicts are deemed correct, a procedure-establishing verdict is issued; and if they are deemed incorrect, the correct verdict is issued and declared by the General Board. The authors, employing a descriptive method and the tool of qualitative content analysis, seek to answer the question of whether the issuance of "procedure-establishing verdicts" by the General Board of the Court, .............
