Establishing clear and unambiguous laws is an essential part of government and one of the effects of the rule of law. In Iraq, organized political developments after 2003 weakened social, political and legal institutions, which opened the door to new and unfamiliar corruptions, and without a doubt, high levels of corruption in any society indicate the absence of good governance in the country. It is. The components that, if present in any political system, turn corruption into a limited act, such as: rationality in decision-making, especially at its higher levels, and the existence of accountability transparency, and political corruption is one of the indicators that indicate a flaw in the administration of the Iraqi government. It has had serious consequences since its inception. This article with a descriptive and analytical approach and with the aim of understanding the principle of transparency and administrative health and good governance in Iraq has tried to answer the question, which are the regulatory institutions in the light of the principle of transparency and promotion of administrative health in Iraq from the perspective of good governance? The findings showed that Iraq has several regulatory institutions, including the Integrity Commission, the Supreme Audit Board, and the Central Bank of Iraq. But there are the problems of two governments in Iraq and the recent wars and widespread ethnic discrimination in the region and the central government of Iraq, as well as political and economic issues and negligence and shortness of laws in this field.
