Identifying and ranking the indicators of administrative effectiveness of the administrative system with fuzzy Delphi approach (Case study: North provincial courts)

Abstract
The purpose of this study is to identify and rank the indicators affecting the health of the administrative system with the fuzzy Delphi approach in the courts of the northern provinces. Due to its nature; It is descriptive and according to the defined goal, it is of practical type and based on the method of doing it, it is a survey. The research community consists of selected experts and university professors in the field of administrative health system. Data collection tools are interviews and questionnaires and fuzzy Delphi technique has been used. In total, a questionnaire was sent to 50 identified experts and university professors. To determine the sample size, the census method was used, so the number of sample size was 50 and the research sampling method is judgmental sampling and snowball sampling. Achieving the objectives of the research, using the fuzzy Delphi method in identifying 37 main factors affecting the administrative health system, weighting the factors or criteria of the proposed model and classifying them into four general groups: intra-organizational, behavioral, external and environmental. The results of this study can be used as a criterion for assessing the health of the administrative system of justice in the northern provinces and help human resources and organizational behavior experts in the process of pathology and improvement of the current situation.

 Abstract

 The purpose of this study is to identify and rank the indicators affecting the health of the administrative system with fuzzy Delphi approach in the courts of the northern provinces (legal and criminal courts of Mazandaran-Golestan-Gilan provinces). The Iranian administrative system, despite its modern appearance, is not able to perform the functions of a modern institution in society. Because, failure to achieve organizational goals, low productivity, client dissatisfaction, inadequate administrative health, low job satisfaction, slowness of work processes, administrative irregularities, etc. show traces of unhealthy administrative system in Iran. Due to its nature; It is descriptive and according to the defined goal, it is of practical type and based on the method of doing it, it is a survey. The research community consists of experts and university professors selected and specialized in the field of administrative health system. Data collection tools are interviews and questionnaires and fuzzy Delphi technique has been used. In total, a questionnaire was sent to 50 identified experts and university professors. It was also found that among the indicators affecting the health of the administrative system in this study, intra-organizational factors - regulatory factors - behavioral factors and extra-organizational factors, respectively, have the greatest impact on the health of the administrative system of the northern provinces (legal and criminal courts of Mazandaran provinces). Golestan-Gilan) and in the final model, two dimensions within the organization and behavior have been paid more attention by experts and have more components.

Introduction

Due to the importance of a healthy administrative system and its effects on the development of the country, the health of the administrative system is one of the main pillars of sustainable development, which is necessary in the first place to pay attention to knowledge, culture and experience necessary for managers of organizations. And it must be acknowledged that organizations with a healthy administrative system are able to make decisions and direct the right, appropriate and appropriate guidance. In order to achieve the goals of the organization, managers must have the ability and conditions to do things. These conditions and characteristics include the skills, knowledge and beliefs of the managers of the organization. If incompetent people take over the management of the affairs, the goals of the organization will not be achieved and the health and efficiency of the organization will be threatened. The health of the administrative system is the most central policy of the judiciary and all this is not possible except by recognizing the factors affecting the evolution of administrative health and awareness of the current situation and efforts to promote administrative health in the judiciary. What are the characteristics of government courts in the northern provinces (legal and criminal courts of Mazandaran-Golestan-Gilan provinces)?

Literature review

Administrative system health

The health of the administrative system is a set of relatively stable characteristics that bring adaptation to environmental conditions, high morale of the workforce, adequacy to solve problems, speed of action, and so on. In general, the health of the administrative system emphasizes the result of effective work. Office health is a situation in which all factors of an organization have the ability to meet the goals of the organization and can identify deviations from administrative and legal norms and obstacles to organizational goals as soon as possible and take the necessary and timely measures to eliminate them.

Methodology

Due to its nature; It is descriptive and according to the defined goal, it is of practical type and based on the method of doing it, it is a survey. The statistical population of the study included selected experts and university professors in the field of administrative health system who had characteristics such as availability, experience, suitability of the field of study, doctoral degree, teaching at the university, research and authorship in this field. There are 50 people whose opinions have been used. In this study, the census method was used to determine the sample size, so the sample size of 50 people was determined and the research sampling method is judgmental sampling and snowball sampling. In the process of extracting the model of health model of the administrative system in the courts of North province, the fuzzy Delphi method has been used during the three stages of the survey

Discussion and conclusion

The issue of administrative system health has attracted a lot of attention due to its importance in promoting the performance and productivity of employees and managers of the judiciary. Doing the right thing can be done by organizations that are equipped with a sound administrative system. Organizations with a healthy administrative system are able to make the right decisions, appropriate and appropriate. Healthy organizations as living and dynamic organisms in a healthy environment and based on the real needs of the environment can be born and provided To grow and develop the necessary and sufficient facilities and through the provision of healthy and valuable services, to meet the environmental needs and facilitate the process of growth and prosperity of society. Due to the theoretical and research gaps in the subject, the purpose of this study was to design a health model of administrative system in government organizations. This model in its original form includes 38 components and after refining it from the experts' point of view, it has been introduced in four dimensions and 37 components and several sub-criteria. Are located and have more components. Therefore, in order to improve and promote the health of the administrative system in the courts of the northern provinces, according to the suggestions of experts and researcher studies, the following items are suggested:

- Appointment and promotion of staff and managers of the judiciary based on internal and acquired competencies, and institutionalizing public participation in external and internal oversight

- Involvement of employees in the management of affairs, use of participatory management system which includes: participatory decision-making, team work and team at the organizational level

- Emphasis on moral, human and Islamic values ​​in the workplace, setting an example for committed people and encouraging employees to increase administrative health

- Applying fair procedures in the distribution of compensation services and fair treatment in personal relationships and respect for employees, can provide the basis for improving performance and promoting administrative health in the workplace.

- Increasing staff awareness of organizational goals and transparency of procedures as well as in-service training are appropriate in reducing and preventing corruption. Studies show that in our organizations, lack of knowledge of the law leads to a wrong attitude towards the organization, which reduces administrative health.

- Strengthen e-government infrastructure by creating an information base, e-services, office automation and other things that make the rules and regulations transparent, and eliminate intermediate levels and reduce face-to-face communication with organizations.

- Our studies have shown that many of the grievances that lead to corruption are due to the comparison of people in the organization with others. According to the theory of equality, people compare their data and outputs, so it is recommended to establish the principles of an appropriate and transparent payment system based on performance appraisal and meritocracy instead of kinship.
