Abstract
Islamic city and village councils, as one of the symbols of democracy, have a law with a younger age than other laws and regulations related to elections due to their youth compared to other institutions. However, there are various challenges facing the elections of Islamic city and village councils. Based on this, in the present study, the most fundamental flaws in the Law on Organizations, Duties and Powers of Islamic City and Village Councils and Mayoral Elections, which cause confusion to election administrators, including managers, monitoring bodies, and approving bodies, have been identified in the present research using a descriptive-analytical method. Legislative, executive, supervisory and political has been examined and finally the conclusion has been reached that in some parts of the law, it does not have the necessary transparency and also regarding the composition of the executive and monitoring boards as well as the use of the capacity of media and parties in elections and Most importantly, the separation of the election section from the current law requires a general revision based on legal and electoral principles.
