Pathology of salary and benefits payment system from the point of view of employment justice

Abstract
The salary and benefits payment system, in a basic definition, refers to a mechanism based on which the salaries and benefits of employees and employees are determined and paid in return for the work done. Legal systems in different countries have considered specific systems in this regard. But what is certain is that despite the variety of adopted systems, there are general and fixed principles that every payment system must comply with in order to be efficient and achieve justice in its various dimensions, such as social, economic, occupational justice, etc. The mentioned system has been faced with many reforms (both partial and general) so far. The approval of the civil service management law can be considered as the last will of the legislator in this regard. Although the aforementioned law was implemented with the aim of integrating the administrative systems in all executive bodies, but in addition to the shortcomings and ambiguities encountered in the implementation, it gradually lost its coherence and integrity. Currently, the system of paying salaries and benefits in our country is a chaotic system without a recognizable framework, which has led to arbitrary and numerous interpretations of legal texts.
