Abstract
In line with the responsibility of developing competitiveness, the Competition Council has the legal authority to monitor the market and protect the business environment of the country by monitoring the performance of licensing authorities and dealing with any disruption in licensing as one of the examples of economic inefficiency. Due to the reluctance of the business licensing authorities, both government and professional authorities, to change the market conditions in terms of the number of operators in each field, as well as the policy of preventing the possible expansion of competitors, this regulatory body with a comprehensive view on the economic and development policies of the government and establishing The balance between individual freedom and the interests of society, while emphasizing the transparency of laws, exercises its supervision over the issuance of business licenses. In overcoming the upcoming challenges and in order to adjust the exclusive and interventionist role of the government in the licensing system, this powerful authority uses the tool of rule-making and making numerous imperative decisions with a guarantee of follow-up implementation. If these reform measures are implemented in terms of the requirements of economic order and public authority, and through the creation of a suitable platform for the effective entry of the private sector, we can expect to facilitate the process of economic activities and improve and improve the general business environment.
