Abstract
The applications of artificial intelligence in all aspects of social life are obvious and do not require arguments. Artificial intelligence is always used by various organizations and institutions to achieve their goals and qualifications. In the meantime, administrative courts are no exception to this and use artificial intelligence to resolve administrative disputes. The newness of artificial intelligence has led to different views on the nature of artificial intelligence. The purpose of this article is to explain the legal foundations of civil responsibility resulting from the use of artificial intelligence and to speed up the affairs of citizens, while examining all the theories proposed about the nature of artificial intelligence and also applying the well-known principles of civil responsibility to the area of ​​discussion. The result obtained is that the best and most realistic theory is to consider the product of human creation and artificial intelligence as an animal.an animal.an animal.
