Article 1: This journal is a periodical called “Modern Administrative Law Research” and is published as a scientific-research journal with the following specifications:

Article 2: Journals Objectives and programs


The Journal of Modern Administrative Law Research Publication tries to:


• Deepen and expand scientific and noetic thinking in recognizing and solving basic problems and challenges which administrative law faces, with emphasis on knowledge, innovations and new administrative law concepts;


• Upgrade and update experts, researchers, specialists, pundits, managers and policymakers legal knowledge about new administrative law concepts;


• Increase the communication between educational, scientific and research institutions and decision-making and policy-making institutions with regard to management and administrative law in order to help applying scientific-noetic findings in decision making;


• Help to improve the legal-managerial programs and policies based on a comprehensive approach on administrative law, as well as providing for strengthening hardware and software infrastructure for administrative law development;


• Provide the necessary grounds for research in various areas of administrative law with an emphasis on the role of practical issues and challenges


• Print scientific articles sent by professors, researchers and students educated in related fields in order to obviate the educational needs of universities.

 


Article 3: Fields of Research

 

The coverage of the journal encompasses theoretical and applicable studies in different dimensions of administrative law, administration and other related scientific branches as follows:


· Introducing  modern knowledge, innovation and technologies in regard to administrative law and administration;


· Modeling and localizing administrative law and administration concepts and methods;


· The position of administrative law and its role in management, micro and macro planning of the country and related policies;


· Interdisciplinary researches with regard to the relation between administrative law and other sciences;


· Recognizing the legal status of laws and regulations, education and institutions involved in administration and administrative practice concepts.

 

 

Article 4: Journals Scientific articles and reports are prepared as follows:

 

  • · Scientific articles and reports submitted by researchers to the journal's office;


· Scientific articles and reports extracted from research projects or other studies;


· Scientific articles and reports prepared for special purposes by order of the journal.

 


Article 5: Organization and Pillars


The organization encompasses the Concessionaire, the Managing Editor, the Editor in Chief and the Editorial board (scientific council).


5-1. Concessionaire


The Iranian Association of Administrative Law, as the Concessionaire of “The Journal of Modern Administrative Law Research Publication”, possesses all the legal duties regarding publication, supervising the proper implementation of the Statute, as well as providing and managing the necessary financial and human resources.


5-2. Managing Editor


The Managing Editor is selected by the Concessionaire after the approval of the Board of Directors. The Managing Editor has the following duties and authorities:


· Legal responsibility of the publication according to the provisions of the Press Law;


· Appointing the Editor in Chief and the editorial board members (scientific council) after the approval of the Concessionaire (the board of directors);


· Determining and appointing the Deputy Editor after the Editor’s suggestion and approval of the board of directors;


· Monitoring the proper implementation of the provisions of the journal’s statute;


· Checking and approving the offered tariffs paid to referees;


· Checking and approving the offered tariffs received from the authors;


· Determining the tariff has to be paid to the Editorial Board members (Scientific Council)


 Note 1: The Managing Editor is the chairman of the Editorial Board (scientific council).


 Note 2: ‌ The Managing Editor can delegate a part of his duties to the Editor in Chief or Deputy Editor while retaining responsibility.


5-3. Editor in Chief


The Editor in Chief has the following duties and authorities:


· Monitoring the scientific process of the journal;


· Codifying journal’s contents, based on the policy and method specified by the Commission for Refereeing the Scientific Publications and the Ministry of Science, Research and Technology;


· Proposing the publication of the special issue and also submitting suggestions regarding the time of publication and its circulation to the editorial board (Scientific Council);


· Proposing the Deputy Editor to the board of directors of (Concessionaire);


· Providing the ground to select appropriate articles for publication in the journal;


· Selecting the articles approved by the Editorial Board (Scientific Council) for publication in each issue and determining their order;


· Proposing the referees for the articles and introducing them to the Editorial Board (Scientific Council);


· Deciding about the possibility to be or not be referred to the referees;


Note: The Editor in Chief must submit a report of not referable articles to the Editorial Board (Scientific Council).


· Designating articles and presenting the peer review results to the Editorial Board (Scientific Council);


· Announcing the corrective opinions of the referees and the final opinion of the Editorial Board (Scientific Council) to the author;


Note: The referring process of the articles to the referees and related correspondence shall be confidential.


· Implementing internal resolutions of the Editorial Board (Scientific Council) within the framework of the statute;


· Inviting and arranging regular meetings and sending minutes to the Editorial Board (Scientific Council);


· Presenting annual reports to the Editorial Board (Scientific Council)


· Proposing tariffs to be paid to the Editorial Board, referees and authors to the Managing Editor;

 

  • · Carrying out correspondence related to printing and publishing process with the responsible institutions.


5-4. Editorial Board (Scientific Council)


The Editorial Board (Scientific Council) has the following duties and authorities:


· Determining the scientific policies of the journal;


· Determining the content and thematic framework of the publication;


· Applying intellectual management and planning toward the goals of the publication and future development;


· Selecting scientific articles and reports for publication after the peer review;


· Deciding about publishing a special issue and also submitting suggestions about the time of publication and its circulation;


· Determining the criteria for accepting and peer review process;


 · Determining the Editor in Chief and the Deputy Editor after the Managing Editors Suggestion.


Note 1: The peer review process is done in a single way for all articles.


Note 2: The Editorial Board (Scientific Council) can assign the authority to select the referees to the Editor in Chief, based on the approved list.


The method of convening the meetings of the Editorial Board (Scientific Council) and refereeing process will be based on the regulations approved by the Editorial Board (Scientific Council) suggested from Editor in Chief within one month after the approval of the journal’s statue.


  5-5. Deputy Editor

 

The Deputy Editor has the following duties and authorities:


· Preparing the necessary reports and providing them for the Concessionaire;


· Financial responsibility of the journal and monitoring the cost and revenue;


· The Deputy Editor (Board of Directors) has all the authorities belonging to Editor in Chief under his supervision, with the approval of the Concessionaire.


· The Deputy Editor is responsible for all the duties and responsibilities of the internal director of the journal and monitoring the experts and the executive secretaries of the journal.

 


Article 6: Approving Statute


This statute, in 6 articles and 7 notes, was approved by the Board of Directors of the Iranian Association of Administrative Law (the concessionaire for The Scientific Journal of Modern Administrative Law Research Publication) on February 15, 2017, and must be indispensable from that date. Any further amendments to the articles will be implemented upon the proposal of the Managing Editor and the majority vote of the Editorial Board (Scientific Council) and the approval of the Concessionaire (Board of Directors).
