الگوی مطلوب مداخله دولت در حوزه تأمین اجتماعی، سرمایه گذاری اجتماعی و اقتضائات عدالت

چکیده

ایده سرمایه گذاری اجتماعی رویکردها به حدود و ماهیت مداخلات دولت رفاه به طور خاص در حوزه تأمین اجتماعی را متحول ساخته و مورد بازبینی قرار داده است. پیش‌تر نیز گرایش به خصوصی سازی و مقررات گذاری در چارچوب رویکرد‌های نئولیبرال به نظام تأمین اجتماعی دولت رفاه پیشرفته را به سمت کاستن از مداخلات، حمایت‌ها و مزایای تأمین اجتماعی هدایت کرده بود. بنظر می‌رسد جایگزینی تأمین اجتماعی با سرمایه گذاری اجتماعی حمایتی کافی از تمامی شهروندان در مقابله با فقر عرضه نکند و دسترسی به حق بر تأمین اجتماعی را متأثر سازد. ارائه حمایتی فوری، کافی و جامع که دسترسی‌ای همگانی به حداقلی از منابع را تأمین کند مستلزم بازگشت به منطق توزیعی تأمین اجتماعی و در تداوم آن تعیین حدود و نقش دولت در این حوزه است. در این پژوهش با هدف دستیابی به الگوی مطلوب مداخلات دولت در حوزه تأمین اجتماعی با روشی توصیفی-تحلیلی، نگاهی به کاستی‌های نظریه دولت سرمایه گذار اجتماعی و تکیه بر اقتضائات عدالت در دو عنوان «شغل به مثابه دارایی» و «تفاوت در استعدادهای درونی» مبنایی در بازگشت به منطق توزیعی تأمین اجتماعی شناسایی شده است. بر این اساس پژوهش حاضر ضرورت همراهی سرمایه گذاری اجتماعی با مداخلات جبرانی دولت رفاه سنتی در قالب مزایای نظام تأمین اجتماعی را نتیجه گرفته است.

Abstract

The idea of social investment has transformed and revised approaches to the scope and nature of welfare state interventions, particularly in the field of social security. In the past, the tendency towards privatization and regulation within the framework of neoliberal approaches to the social security system has led the advanced welfare state to reduce social security interventions, protections and benefits. The idea of replacing social security with social investment does not seem to provide all citizens with sufficient protection in the face of poverty and affects access to the right to social security. Providing immediate, sufficient, and comprehensive support that provides universal access to a minimum of resources requires a return to the distributive logic of social security and in continuation the determination of the limits and role of state in this area. In this study, with the aim of achieving the desired model of state interventions in the field of social security by a descriptive-analytical method, looking at the shortcomings of the theory of social investment state and relying on the requirements of justice in two titles "job as an asset" and "difference in internal endowments" the basis for a return to the distributive logic of social security has been identified. Accordingly, present study has concluded the necessity of accompanying social investment with compensatory interventions of the traditional welfare state in the form of benefits of the social security system.
