Abstract
Elections are the most significant way for citizens to engage in the administration of the nation’s affairs, but in order to benefit from this right , both voters and those who receive votes must meet a number of requirements. Participation in local council elections (both elector and electee) also implies such conditions. This study was conducted to compare the electoral systems of the local councils in Afghanistan and Iran. identify their similarities and differences. and determine the advantages and disadvantages of each system. It is important because no independent research has been done in this field so far. In this article, the question has been answered that what are the conditions of the electors and the electee in the electoral system of the local councils of the Islamic Republic of Afghanistan (1382-1400) and the Islamic Republic of Iran? By using the descriptive analytical research method and the method of collecting information in a library style, we came to the conclusion that there are many commonalities and differences in these two systems, and both have positive and negative aspects. Although there are some similarities between the predicted Objective requirements in these two voting systems, Iran’s electin system’s abstract criteria are more distinctive.
