Administrative corruption is a major obstacle to good governance and administrative integrity, undermining the efficiency of public institutions and eroding public trust. Although criminal sanctions play a deterrent role, reliance solely on punitive measures is insufficient to effectively combat corruption. Therefore, adopting non-criminal preventive strategies has become essential. Using a descriptive-analytical method, this study addresses the following question: What are the principal non-criminal strategies for preventing administrative corruption in governmental agencies, and how can they reduce the conditions and opportunities for corrupt practices?
The findings indicate that non-criminal prevention should be based on two complementary approaches: social prevention and situational prevention. Social prevention includes promoting good governance, strengthening meritocracy, enhancing transparency and accountability, improving public awareness through education, safeguarding the right of access to information, and reinforcing the role of the media in preventing corruption. Situational prevention focuses on reducing opportunities for corruption through the use of information technology and e-government, increasing transparency in administrative activities and decision-making, applying the principle of proportionality in the exercise of administrative powers, establishing effective monitoring and oversight mechanisms, formalizing administrative procedures and organizational relationships, and supporting misconduct reporting mechanisms.
The study concludes that an integrated strategy combining social and situational prevention, together with reforms of administrative structures and procedures, can significantly enhance administrative integrity, strengthen public trust, and reduce administrative corruption in governmental agencies.
