Unelected institutions refer to the governmental institutions which are neither directly elected by the public votes nor directly managed by the elected authorities however do possess a part of the specialized public powers. Such institutions which run a portion of the public administration in today’s democracy, are referred to as unelected institutions as they lack the element of public votes which is expected in a democracy. To find out the reasons for formation of such institutions, one should refer to reasons other than science-based reasons. The formation of these institutions is partly due to the developments occurred in the economic function of the government, in particular in the globalization era, and the rise of the private sector’s share in the economy. Developments in the administration and public management constitutes another reason. Such developments have been reflected in the extra-territorial challenges faced with by the governments and the governments’ transition from traditional public administration to modern public administration.
