Road transportation is one of the most common and oldest methods of transportation, which is used to move passengers, goods or objects. Due to the importance of road transport in economic exchanges, the responsibilities of transport operators are considered. On the other hand, government organizations and departments as road operators play an important role in improving the country's transportation situation. Therefore, what constitutes the subject of this article is the examination of the civil liability of road operators as well as transportation operators, which is the subject of administrative law and commercial law, respectively. The implementation of the legal regulations on the civil liability of road transport operators as well as government operators in Iran and England shows that in England, the principles of civil liability of road transport operators and road operators are more flexible and with the change And the developments have been updated, but in Iranian law, the basics are less flexible. In the discussion of the government's civil responsibility, the use of regulatory rules is also significant.
