The construction of numerous dams over the past years has caused the destruction of the environment of flora and fauna, the destruction of forests, gardens, pastures, lakes, wetlands and rivers, trampling on the livelihoods and employment of rural people, and their migration to mainly the outskirts of cities, imposing exorbitant costs on the public budget, the destruction of aquifers, land subsidence and damage to buildings and underground facilities, enormous wastage of water due to evaporation, desertification and so on. In this writing, in addition to identifying these damages, the reasons for their occurrence have been examined with a descriptive-analytical method for practical use, and solutions have been thought out to remedy the damage caused to water and soil resources, the environment, and people's rights. Solutions through the formation of integrated management of water resources in the new Ministry of Water and Environment, management of water consumption, creation of water management organizations and decentralization of water management, gradual opening of the discharge gates of dams to return the rivers to the conditions before the construction with sending water rights, establish armed water police, watershed management, water pricing, water recycling are suggested. It is also recommended to amend the constitution with a referendum to form the Senate next to the current parliament with the presence of academic and non-political expert representatives with a national and not a provincial viewpoint for the joint approval of all new laws, especially for dam construction.
