The true rule of law emerges from fulfilling the essential requirements within the legal system. This includes a commitment to a competent legislative system's aspects. Adhering to these principles equips the legal system with effective, consistent, transparent, revisable, enforceable, and equitable laws. Over a hundred years ago, the legislative system entered this area without invitation. While it intended to establish the rule of law, it has not been very successful in achieving this goal. A significant part of this lack of success is due to challenges in drafting and approving laws, resulting in an inflated, complex, unclear, and unjust legal system. The leadership communicates general policies to eliminate disadvantages and achieve a good legislative system through various strategies. This article analyzes the opinions of the High Board of Supervision, which serves as the guardian of the policies mentioned above. It aspires to assess the extent of compliance with the intended components in the acts of the Islamic Consultative Assembly by addressing fundamental questions. What is the approach of the High Board of Supervision when examining the actions of the parliament concerning the policies of the legislative system? To what extent does the interpretation of legislative elements by the High Board of Supervision align with legal doctrines? research findings indicate that principles about law writing, specifically 'transparency of laws,' have been the primary foundation for the High Board's oversight of parliamentary actions. Furthermore, the Board's statements demonstrate inconsistencies and fragmentation regarding law-writing indicators.
