Integrated management of waste recycling is the coordinated management of all stages of waste recycling with the participation of all relevant citizens and legal entities with the aim of ensuring cost-effective, maximum and healthy recycling of waste. With a legal and structural approach to the waste management situation in Iran, the normative and institutional deficiencies facing the recognition of integrated waste management appear as the most important factors of its inefficiency; The question of this article is that the non-realization of the integrated waste recycling system is caused by which factors and technical, administrative and legal deficiencies? This article aims to identify the normative and institutional challenges of the integrated management of waste recycling, with a descriptive, analytical and pathological method, in response to the aforementioned question, a combination of various factors and shortcomings, such as "lack of protective laws", "inconsistency of public institutions" Competent and the lack of specific custodian institution and specific legal powers", "the shortcomings of a suitable platform for the formation of a business environment for recycling", "lack of regulation in some recycling matters" and "lack of proper support for the private sector" have an effect. The proposed solution of this article is that by developing a comprehensive and cross-sectoral legal framework for waste recycling, the legal competencies of the relevant institutions are determined and separated, and with cooperation and coordination between public and private parties, monitoring and regulation of waste activities, according to the model Legal efficiency for integrated waste management can be achieved.
