Respect for citizenship rights is considered one of the most important fundamental rights of individuals in society, but these rights are often violated by some organizations and institutions that exercise sovereignty. This article, using a descriptive-analytical method and a library approach, examines the necessity of respecting citizenship rights in the administrative proceedings process, and the results of the research indicate that: respecting human dignity, justice and fairness, benevolence, and human security are among the set of rules that Islam has deemed obligatory and necessary to respect the rights of individuals in the Islamic society. Based on these principles, the legislator of the Islamic Republic has foreseen rules such as paying attention to and understanding the principle of the rule of law, the quality of the law, and the minimum of criminal rights, through which citizenship rights can be guaranteed in the proceedings process. Meanwhile, with regard to the division of quasi-judicial authorities, one of their types is criminal quasi-judicial authorities. The results of this research show that respecting citizen rights in the aforementioned authorities faces challenges and deficiencies. Therefore, by institutionalizing professional beliefs and ethics, employing specialized human resources in sufficient quantities, training, and supervisory regulations, violations of citizen rights in the administrative proceedings process can be prevented.
