This research aims to examine smart contracts based on blockchain as an innovative tool for facilitating digital exchanges with minimal transaction costs while enhancing transparency, efficiency, and trust in administrative contracts, particularly within Iran's legal and administrative system. The study revisits the precise meaning of this concept, explaining its enforceability and legal legitimacy within the framework of existing laws, with particular emphasis on the role of two-sided platforms. Two-sided platforms refer to systems that simultaneously act as intermediaries (facilitating communication between contracting parties) and supervisors (ensuring enforcement and compliance with laws), providing a suitable foundation for implementing smart contracts. Using an analytical-descriptive approach, this research examines the theoretical concepts of smart contracts and the role of two-sided platforms. Findings indicate that smart contracts, leveraging self-executing codes and blockchain, can make the recording, monitoring, and enforcement of contractual obligations more secure and transparent, thereby playing an effective role in managing public assets and safeguarding property rights. Two-sided platforms, by fulfilling intermediary and supervisory roles, help reduce legal contradictions. However, the legal acceptance of this technology remains limited in many jurisdictions, including Iran and the United States, with challenges such as non-compliance with specific legal frameworks still present. The results demonstrate that the RBAC mechanism can facilitate secure and efficient role allocation and collaborative rights management. To fully harness the potential of smart contracts, it is essential to develop comprehensive legal frameworks and revise existing laws.
